Blog Pages Not Working Properly… Does not go to Next Pages…

When viewing the Primary Blog Page (https://166.62.74.225/~rcscomputersales/klauerconstruction.com/portfolio/)
it nicely displays the content…However, the Pagination Feature is not working properly.
As when I try to use the autogenerated 1 2 3 or the Older Posts button, I get a Page Cannot be displayed…
