Blog not used, liberate the wp address?

Hello!

I belong to a students association in Lisbon, Portugal, that is named “Muda” (it means “change” in portuguese). We want to make a blog on wordpress and are very interested in having the muda.wordpress.com address. That address is already taken, however the user never actually used that blog. It has only one “hello world” message, posted in August 2006, and that’s it. Since it is not being used, is there anyway any way I can have that address? Is there any rule regarding this kind of issues (blogs who are not used)?

I’d like to contact the user who registered this blog, but I don’t know how.
