Blog Comment Option/Comments on Homepage

I realize this question has been asked a few times but I’m new at this and need a little assistance.

On my homepage, I’d like the comment box and comments to show at the bottom of the blog – not have to click on a “continue page” (volunteerinsure.org).

From what I gather, I need to insert:

$withcomments = “1”;
comments_template();
?>

…Into my index.php file. However, when I click on the “index.php” file in my theme, I get very little – am I in the wrong index file? And does the same rule apply if you created a child theme? MANY THANKS IN ADVANCE!!!
