Blockquote not working for non-admin

Hi, I have this problem:
If I use
> blockquotewhile I’m logged in as non-admin user, the
>is being converted in the respective html entity.It seems like the
ksesfilter strips it out.
How can I solve this issue? It prevents my users to fully use the Markdown potential. ??Thank you.
