Blocking legitimate users in India

Hey guys,
I just had someone in another forum state that CleanTalk is useless because it blocks legitimate traffic from India, Africa, and Asia.I got him to test a form on my site protected by CleanTalk and sure enough, he got blocked statin his IP is blacklisted.
The report shows “*** Forbidden. Your IP belongs to a high spam risk network. ***”
I checked his IP (49.43.43.70) in Spam Blacklists and it shows up in a few.
He says it is a standard IP from the largest ISP in India.
So what is the strategy here? Can we disable this check if we want messages from these countries?
