Blocking a specific browser completely

Hello,

I have seen a couple topics brought up, but no real solution as of yet as far as I can tell. Can we (how can we) block specific browsers completely?

There are a lot of issues with IE and it accessing or using modern code. It would be nice to just sent them to a trap page or something that says update or use a different browser and never give them page content.
