    Good question. Blocked means not able to access the site and locked means unable to login. Blocking works to keep unwanted traffic from your site like a fake web crawler that is hitting your site too frequently. Locking keeps unauthorized login access from occurring with WordPress user accounts. An example would be if an actual account name was guessed or discovered and a brute force password attack was being performed on that account. Locking would keep them from attempting any more login attempts to guess the password.
