Blocked due to access forbidden (403)

I received an email from Google Search Console alerting me that a URL was “Blocked due to access forbidden (403)”

This is the URL:
https://www.elvis-atouchofgold.com/wp-content/plugins/yeloni-free-exit-popup

When I tried to access that page, I receive this error page:

Access denied Error code 1020

You cannot access https://www.elvis-atouchofgold.com. Refresh the page or contact the site owner to request access.

What does it mean?

PS: The popup is working on that site.
