Block under menu above…..

    I would like a block under the menu but above the posts and blocks.
    How do I do this? Where do I edit the code? Which file? I am not strong in coding, I can edit existing code but can’t create it.

    I want to put the owners names (my business partner and I) with our pictures and a short bio that remains static. I don’t want it in the side bar because I don’t want that sidebar to get too long.

    Any suggestions?
