Block controls missing or not working

I am following instructions to create a website using Revolution Pro theme for Genesis. The visual instruction don’t look like what I’m seeing on my screen. Unfortunately these instructions are available to members only so I can’t include a direct link.

I created a container block and within that container block I placed a header block followed by a paragraph block, followed by a button block. The container block worked fine and so did the header block. However when I inserted the button block and the paragraph block, the popup menus for those blocks do not function. There is no option to center my text or my button. The three dot button (for more options) doesn’t work either, so I can’t even delete the blocks and try again.

I was finally giving in to accepting Gutenberg blocks and learning to use them, but this is making me even more frustrated with the entire concept.
