blank wp-admin after moving index.php to root

  • tried moving the site to the root folder by moving index.php to the root changing the site address url in general setting to point to the directory that the side resides in. I then updated index.php to point to the directory and I moved htaccess to the root. Now wp-admin is blank and so is the site.

    i have done the following recommendations

    1. deactivating the active theme
    2.deactivating the plugin

    what else can I do please
