Blank page when transferring WordPress to another server

I did everything as instructed when transferring my wordpress blog to another server. I uploaded ALL files to the new server, setup the new database, changed settings in the wp-config file and now my blog is completely blank!

Can someone please tell me what I am doing wrong here? I have tried many things and not one of them has helped.
