Blacklist not working on all-in-one-wp-security-and-firewall

This is still happening…
I add 94.100.17.* to the blacklist box… it adds
Deny from 94.100.17.0/24
to the .htaccess file
BUT
94.100.17.134 can still attempt to log in.
I even tried wiping everything out and reinstalling.
