Billing state/county is not valid

every time a customer tries to make a purchase this error comes out. What’s going on?
I tried to make an order with my credit card and I live in Puerto Rico when I look for the option of Puerto Rico it does not appear. therefore I choose US. Puerto Rico is not a state, it is part of the United States, but it is not a state. this error also goes out to customers in the state of Florida. This is the error that come out.
