Do you have any role-based plugins that may influence features of WooCommerce?
If you have some special theme, I recommend checking in with the theme developer about this issue to see if they can assist you.
If you have any plugin that may influence WooCommerce’s Thank you page, it would be best to reach out to the plugin developer.
If you are not sure what may be causing this, I recommend conflict testing to see if you can pinpoint the cause of this issue:
1. Change the theme to Storefront → Check the Thank you page after placing the test order (you may create a coupon that discounts 100% off)
2. If #1 did not change the result, it is likely plugin that is causing this: deactivate all plugins except for WooCommerce
