Billing Address not sent to Paypal

We are using the standard Paypal gateway for our checkout.
As we mostly deal with donations, our products are virtual ‘name your price’ products that don’t require shipping.
I’m having real trouble with the option: “Send shipping details to PayPal instead of billing.”
1. If this option is checked, users have to re-enter their billing details in the Paypal checkout – even though they have already done this on our website. I am concerned this will lead to a lot of people abandoning the checkout. But at least in this case, their “address” is recorded in the Paypal Transaction Details screen and receipt.
2. If this option is unchecked, users Billing details are pre-populated in the Paypal checkout, which means they are far more likely to go through with the checkout. However, their “address” is NOT recorded in the Paypal Transaction Details screen and receipt. It says “We don’t have a mailing address on file”.
Having a mailing address in the Paypal Transaction Details screen and receipt is essential for our Finance team because they don’t access the Woocommerce backend, and don’t want to be double checking details against Paypal and Woocommerce email receipts.
What we need is Paypal billing details to be pre-populated and for this to be recorded in the Paypal transaction details and receipts.
Is this possible? We don’t mind if Paypal thinks it’s a shipping address, as long as we have a record of an address.
