Billing Address field not showing in admin view

We have recently gone away from using Paypal, and now thay were using processing in the form, this has become an issue.

When a staff member uses the plugin to place an in-store order, the billing fields are hidden.

When not logged in, it shows fine for customers ordering. But hides it when employee is placing an in-store order.
