Better WP Security causing admin area unaccessible

Roughly 1 month ago I tried accessing my WP login screen and it kept timing out. I first assumed it was my hosting (GoDaddy), and I won’t write that possibility off just yet. I then saw an error message which mentioned one of the Better WP Security theme files.

I resorted to deleting the plugin from my hosting just to make my WP admin accessible until I had time to inspect further. Today I have tried to re-install the plugin and it timing out:

Fetching of original content failed with the following error: Proxy Publisher Failure TIMEOUT.

Is this simply poor hosting? Would appreciate it if anyone point out exactly what is causing this as I would really like to get the plugin back up.
