Best way to remove the ‘X’ on the Privacy Bar

What is the best way to remove the “X” (close) on the privacy bar ?

When the X is pressed that visit doesn’t count because the cookies are not loaded yet.
Despite the cookies are being loaded on subsequent visits it is probably better to direct the user to a explicit decision: Agree or explicitly disable the cookies on the privacy center.
