Best way to approach multiple sub-page menu/navs?

I’m working on customizing a content site. There’s going to be 34 pieces of content that are going to be broken into 5-6 parts (each).

For each piece of content I’d like to have a navigation right above the content, so the users can reference different sections quickly.

I’m using a framework that allows me to put menus in widgets. So I could make 34 menus, and show them ONLY on those pages. But something is telling me there’s an easier way to do this.

So is there some way to accomplish this with parent/child pages using some type of navigation?
