Best Practice in Customizing the login page to your theme

Hi,

Is there best practice to customize the WordPress login page to have the following:

Both the theme’s header and footer elements in it .
Having the login page have 2 columns. The left column would have the Login Form, the right column would have a two paragraph message with Register and Terms & Conditions page links.

All I have seen with the plugins is that they replace the logo, form CSS and add a background image to the login page.
