Best Plugin to make my site work well on mobiles/ tablets

Can anyone advise me as to what is the best / are the best plugins to make my site fully functional across different platforms. I’m using the wordress theme.

Also I have Uppsite-mobile in my pugin list, did I install this or did it come pre-installed?
