Best plugin for form editing

Hi all,

Looking for a suggestion for a plugin(s). My client wants a kind of member/client portal for over 50 different logins. Each login will be directed to their own dedicated area that will have different information on each area. So, login abc will be shown different info than xyz.
Forms will be on each area and they need the functionality to edit already submitted forms from the front end. The form should update the info, not create a new form submission.
Beyond this– there will be several forms. Form 2 should not become available until Form 1 is filled out (actually, Form 2, 3, and 4 can be opened once Form 1 is complete, as form 1 is the anchor for all the rest).
The completed forms should then obviously be shown and editable to the client on their portal.
MY client will also need to be able to add to the form but not have their portion editable by their clients (the people logging into the client area and starting the forms).

With the thousands of plugins to choose from, I’m looking for some suggestions from fellow Pressers. I appreciate any feedback!
