Best Method to Move Blog?

I’m trying to move my blog from a sub-domain on my site, to another directory.

I’ve read a few different ways to do it, which is the best? I’ve read some where it say’s to make a fresh install into new directory and then overwrite the wp-content and htaccess with the old location files. Then import old database to the new database.

Both databases are on the same server, so would it be better to edit the new wp-config file to point at the original database or just import the old to the new?

Any other pointer or information will be received with open ears, any help is greatly appreciated.
