Best Advert plugin one can use

I have been looking for advert plugin, which would allow users to manage their own adverts. Currently I am not interested in any earnings from this plugin, so I did not install PayPal or any other payment options. I just needed functionality of submitting and managing ads by users and this is exactly what this plugin offers. Easy to setup, can be done in minutes. And best of all, it’s free, although I would be also happy to pay for it in order to support future upgrades.
