Behaviour when PayPal payment is refused

If someone pays in a currency other than the default for my PayPal account, PayPal holds the transaction until I manually confirm it. I have the option of declining it at this stage.
In tests, if I decline the payment, the user still gets their membership subscription. Is there any way I can ensure that if the payment is declined the user is reverted to a free account on my site?
