Banner keeps opening after close button clicked

Hi, I’ve got the banner set to show site wide.

However one would think if they close the banner on a Homepage, and then click onto another page, that the banner would remain hidden, but it keeps reappearing.

So no matter how many times I close it, if I go to another page it reappears.

Any ideas how to fix?
