Banner “Do not Allow” generates 403 forbidden error

When trying to opt out of the Banner at the top of every /wp-admin page, pressing “Do not allow” generates a 403 forbidden page error.
Our developer suggested “the 403 Forbidden access message is due to the server security, as the cloudways server doesn’t allow direct access to any .php file inside the wp-content folder. It’s the wp-gmail-smtp plugin issue.”
