Banner ads – rotate after set amount of clicks

Does anyone know of a plugin that will allow for a group of banner ads that will be rotated after a set number of clicks, rather than randomly? So, image 1 would stay in place until it’s had 5 clicks, then image 2 is shown until it has had 5 clicks, and so on. When the end of the group is reached the pattern repeats.

I’ve tried a few plugins which rotate randomly through a group of ads, but I need to be specific about the click rates.

Or maybe a WP plugin isn’t the best way to achieve this? Any help would be greatly appreciated.
