Banned users

How come when I add an IP to the banned list like this:
46.119.112.*Why do I still get emails saying “A host, 46.119.112.121, has been locked out of the WordPress site at https://mariamindbodyhealth.com due to too many bad login attempts.”
If they are banned, how can they have too many login attempts?
