I have a web-page with 4 languages and the bank wants the web, referrer, success, failure, back-link for each language.

1. do I have to choose PERMALINKS SET or WITHOUT PERMALINKS ?

2. is these correct ?

Can I make this plugin to work for 4 languages?

the bank wants different PosID and different permalinks for each language.
Where can I change the PosID ?

You can ask the bank to give you different username for each language , because every language has different referal url. On my case by contacting the bank i got aprooval for that. Finaly i made a different choice. I had the checkout page only in English.
