Bad URL from Dashboard Recent Ratings widget

Hi there!

I’ve detected a bug in the Recent Ratings dashboard widget. When you click to any URL it comes with the admin site url appended to the real URL, as when you add an URL to a text with no https or similar.

Example:
The real URL of the post with the rating is: https://somedomain.com/some-slug/
The post linked to the rating from the widget resolve as: https://somedomain.com/wp-admin/”https://somedomain.com/some-slug/
