Backorders are being placed even after disabling backorder at product level

Hi Team,
I have disabled backorders at both product level and variation level and enabled stock management, and im still getting backorders.
I noticed this happens mainly during a launch, when the last product is added to cart by two different people at the same time. So the cart allows the product to be added, and I don’t see a validation prior to checkout to see if the availability is present.

Kindly note that variation level stock settings override main stock settings. Still, I tried a similar scenario; I disabled backorders at the product level as well as the level of the variations.
Then, I opened two separate browser windows (Chrome and Chrome Incognito); simultaneously added the same item into the cart that has a stock of 1. The system let me add the items to the cart; but, at the payment/checkout level, I was only able to make the payment for one order. One of the checkout attempts failed.
So, at the checkout level, the available stock is also checked. Following is the screenshot of the error I received:

Checkout: ? Page does not contain the [woocommerce_checkout] shortcode or the woocommerce/checkout block.This error means that your main checkout page doesn’t have the expected checkout shortcode. The checkout page in general has only the shortcode (as follows).
Have you made any modifications to the checkout page/functionality of your site?
If yes, the developer who originally coded this should be able to help you out.Otherwise, you can switch back to the default behavior to see if the problem persists. But, make sure to take a backup of your site before proceeding.

I believe you are referring to Elementor Pro’s feature of updating WooCommerce pages. If that is the case, I suggest you get in touch with their support.
We can best assist with the default WooCommerce setup. You can switch back to the default checkout system for now; clear all caches, and if the problem persists after that, let us know.

I’ve been running a couple of test and still unsuccessful on this, just wanted to check with you when you mentioned “at the payment/checkout level, I was only able to make the payment for one order. One of the checkout attempts failed.”, did you click the checkout at the same time?
I tried with the basic Woocommerce checkout and it had the same issue.

You can perform a conflict test to check if there is a theme or plugin affecting the normal behavior.
If you would not like to touch the live site during the test, we recommend WP Staging for quickly spinning up a new test site. Once it is created, you can disable all plugins except WooCommerce, and make a test order, try to order the same product on two browsers, check if the back-order occurs again or not, more info is below:

We tried the conflict test and the issue can be recreated, can you follow the below steps, please understand this issue occurs when you use a payment gateway outside of the site, such a paypal gateway.
`I have a product that has 1 item in stock. I proceed to buy it and decide to pay via PayPal. I am redirected to Paypal while the order get placed but leaving the order as Pending Payment and stock isn’t reduced.
In the meantime, another customer is able to purchase the item through another immediate payment method. The stock is now 0.
When my payment on payment is also completed and redirected back to the main site. The order is successfully processed and the stock of the item is reduced to -1.
I have disabled all backorders.
This issue comes into play when you have an IPG outside the site, such as paypal. where the site needs to send a request and wait for a response, in the meantime another customer is able to purchase that item.
Can you help on how we can fix this. I’m thinking of reducing the stock as soon as a order is placed, even in pending payment state, so the hold time will release the stock if a payment is not recieved in the give period, can you help me with hooks to achieve this?
