Background pan effect not working after upgrade to 1.7.1

After I upgraded to 1.7.1 I can’t use pan left/right/up/down on background images. It appears a message saying: “The background image is too small to animate. Double click bg & scale the image before applying the animation”. I’ve tried to scale the background image but it remains the same.
