Background overlay not showing on preview

Hi,

I recently visited this website I made a few months ago, to notice there is a big problem with background overlay!

This problem is visible on all the service pages. In the editor they are perfect, but the background overlay and other set up options don’t show up in the actual website. I link to screenshots, one from the editor and one from the actual website.
