background not showing in IE and Chrome

Plugin works perfect in Firefox but in IE and Chrome the background is not showing and the footer menu is also showing on the right hand side of page. https://www.hprc.net/NevadaRevised/blog/
I want to use this plugin is there anything I can do to fix this problem?
