    In HTML and CSS, a true website background image cannot be linked.
    Only an image can be wrapped with a tag ( HTML link code ).

    In order to have a website background that can be linked, you have to use an image to fake a background. Then adjust the z-index ( the stack order of an element ) of all elements on your website.

    In my opinion, this is a massive customization, that’s not possible for users in this forum to help.
