background image not fixing to the bottom of window on one page (seems broken)

All my other pages on my site look great. The image is sticking to the bottom of the page just the way it is suppose to, except for on one page. When I open the page and scroll down, the image sticks to the height of the window where the page loaded and then once scrolled down it stays there.
