backend maintenance mode?

My apologies if there’s a more appropriate location to ask this question:

I see plenty of plugins for putting a website into Maintenance mode. But what I want is to have the site still publicly viewable – and only disable the ability to post new content while work is being done on the site.

This is to prevent any new articles being overwritten when we push a Dev version of the site to the Production site.
