Backend Looks Good, But Not Redirecting or Limiting Access to Any Pages

After a quick glance, it seemed like other issues had been resolved and were thus unrelated to the one my site is experiencing.

This plugin looks really great, so I have been making an effort to get it to work.

I have it set up to redirect all pages (except two on a blacklist) to https://www.veganpolitico.org/links/ but neither the home page nor any other pages redirect. The use of the words blacklist and whitelist are unusual, but as per the directions, I placed the pages that I did not want to be redirected or hidden in the blacklist. The plugin has not had an effect on any pages, blacklisted or not, however.

Could the issue be that I am using the BetterLinks plugin to handle all redirects for the site? I cannot deactivate that plugin because there are important rebranded links in use.
