Awkward Block Spacing

I am running into two issues on this page, among my other ones.

1) There is unneeded spacing between the title and the actual content, I cannot for the life of me figure out how to get rid of it as when I go to edit it, there is no space.

2) The entire block is only taking up a portion of the page. I want the black to be the entirety of the page, however the words cannot stretch to either side of the page. I would like them to be somewhat centered.
