“Awaiting approval” problem but tests seem OK

My installation seems OK, searching for @brt@brt.llc from tribe.net pulls the biographic information and “name” but not the avatar and the typical change to “unfollow” eventually reverts to “Awaiting approval” and “cancel follow request”

I see a lot of people have this issue, usually something to do with caching (I have wp super cache running but excepted “/author/” from caching) or possibly with cloudflare (but I’m not sure what that could be in this case).

Reading through “activitypub-does-not-work” and “works-with-mastodon-social-not-other-instances” gave me a few URLs to try manually and these return results consistent with what I’d expect. Yet the account doesn’t load:
