Autoptimize not deleting?

Earlier today I noticed a problem with my custom css not overriding the theme css. To troubleshoot, I deactivate Autoptimize.

On some pages that worked and it calls multiple css files such as this:

But on some pages the site is completely broken loads no css but instead inserts a call to a non-existent autoptimize file – inside the All in one seo section of the header!

I have deleted Autoptimize, deactivated all plugins, and deleted the autoptimize directory from wp-content/cache/

One more wrinkle, the site fine while logged in, but messed up when logged out. Have tested multiple browsers, incogito as well.

I also tried rolling back to an older backup but that did not work either.
