Autoptimize not deleting?

Earlier today I noticed a problem with my custom css not overriding the theme css. To troubleshoot, I deactivate Autoptimize.
On some pages that worked and it calls multiple css files such as this:

<link rel=”stylesheet” type=”text/css” href=”https://amnet.net/wp-content/themes/amnet_ulistic/css/responsive_style.css?ver=20210226170845″>But on some pages the site is completely broken loads no css but instead inserts a call to a non-existent autoptimize file – inside the All in one seo section of the header!

One more wrinkle, the site fine while logged in, but messed up when logged out. Have tested multiple browsers, incogito as well.
I also tried rolling back to an older backup but that did not work either.
