Automatically create redirects when ending of slug is the same

I’m relaunching a website, and we’ve updated the URLs of the blog posts to includes the category and sub-category e.g.
Old blog post URL – https://website.com/winter-cocktail-recipes/
New blog post URL – https://website.com/cities/national/winter-cocktail-recipes/The slug of the blog post is exactly the same, so I was hoping that when I installed the Redirection plugin that it would automatically create a rule, where if you visit a URL of a post without the categories, it would automatically redirect you to the corresponding URL with the categories. However it doesn’t seem to be the case and visiting https://website.com/winter-cocktail-recipes/ just leads to a 404.
Is there any way this can be implemented? I thought I had installed the Redirection plugin on another website and it did this type of automatic redirect, but it doesn’t do it on this website.
