Automatic Approval not working

I have set Payment Gateways->Paypal Settings-> Manually approve completed Transactions Unchecked. and In Settings->booking->General options-> Approval required to “No”. Yet No mail is sent without approval of admin to attendee. Is there any setting to be done?
