Automated Taxes Reporting Incorrect – most all orders shown as one rate

When I pull a tax report (in either standard Woocommerce reports or the new Analytics) the rate showing for the majority of our orders is 10%, based off a city/zip code not near us: 98052. Even more odd, according to TaxJar the rate for this city/zip code is 8.6% (not 10%). This occurred for almost 100% of our in-store sales, as well as most of our online orders as well.
Even more confusing (but a relief), the sales tax was correctly calculated in the order/at the time of sale – and is showing correctly in the individual orders (or we would have caught this much sooner.) It seems to be only in the reporting that there is an issue, which we are just now noticing due to tax time.
Our physical location is zip code 98382 (tax rate 8.5%) in the city of Sequim. We have “Enable Automated Taxes” selected, and Calculate Tax based on “Customer Shipping Address”, as is our state law.
Is this a bug or known issue? Is there a setting I’ve incorrectly set somewhere I can check? Is there a way to clear the data and repopulate the plugin again, to see if that fixes it? Any help you can give would be greatly appreciated, since it’s tax time and if this doesn’t work we have to go through each individual order for the year and separate them into zip code by hand.
