Auto Taxes Not Working?

Hey guys, I'm not sure what can be wrong because this should be pretty basic - we only need the auto tax feature. Business is in WA and needs to tax only shipments to WA but it doesn't. The verbiage in the help docs does not represent the screens we see within WC. We have a single option on the General tab for "Enable tax rates and calculations" which is of course checked. Then there is nothing like "With taxes enabled, go to WooCommerce > Settings > Tax, select “Enable automated taxes” and Save Changes." on our Taxes tab. 

Additionally, we do not have "The most recent tax requests can be seen on the WooCommerce > Status > WooCommerce Shipping & Tax under the Taxes Log section." that tab either. 

All plug-ins are up to date as of this morning. 
I don't see many other things to troubleshoot on my own as this should be pretty straightforward.
