Auto tax doesnt work

I have auto tax setup for US store (it is only 1 location) Wisconsin (WI), When I do this I don’t see any tax slabs added to standard tax rate section (is this normal)?

At the checkout the prices for tax is not updated even though The user is trying to order from LA

its a custom theme
