It requires some code. If you can create a counter (maybe in the DB) then inject a id field when a submission is saved. See Changing Form Data Before it is Saved

Alternately, number items when they are pulled out the of the DB, but this doesn’t permanently assign the same number to a specific values (just numbers values returned by a short code). See AddField.
