auto approval user

Hi all, how it is possible to make auto approval user ?
that no admin action will be needed.

I do add my users into amin (multisite)
they receive an email
they activate it by clicking in the link
Here it should approve them when sending the email with credentials.
but instead the admin has to approve them.

that’s a problem
